Question for Ex Post & Pay EMS

I mailed a letter to Bangkok Bank October 1 2016.
It has not arrived to the bank.
I went to the EMS office that I mailed it from. They told me to go to the main post office.
I want to know why the letter was not delivered to the bank and why the office I went to can not help me. Barry Rice tracking #********
